Sustainable Design

The City of Darebin is taking a leading role in advocating for sustainability within the built environment through the planning process.

In May 2006 Darebin council endorsed the use of the Sustainable Design Assessment Tools as its preferred means of assessing Ecologically Sustainable Development (ESD).

The purpose of Darebin’s SDA program is to:

  • Make sure that new buildings meet appropriate environmental performance standards.
  • Give a clear outline of the environmental objectives and standards required by council
  • Provide a consistent, fair approach to assessing planning applications on their environmental impact.
  • Offer flexibility on how developments meet these standards with easy-to-use assessment tools.
  • Promote awareness and knowledge of the benefits of incorporating sustainability within developments from the planning stage.

    To facilitate the Sustainable Design Assessment Planning Process programme Darebin recommends the use of the following free ESD assessment tools:

  • Sustainable Tools for Environmental Performance Strategy (STEPS)
  • Sustainable Design Scorecard - Non-Residential (SDS)
  • Visit the STEPS website for assessment tools for residential developments or download the Sustainable Design Scorecard for non-resiential developments.

    Darebin also encourages the use of the Green Star suite of rating tools. Visit the Green Building Council Australia for details.

    Planning Process

    To identify whether your development application needs to undergo an Sustainable Design Assessment and what is required, Darebin has developed a flow chart outlining councils expectations and documentation required for different development types.

    All documentation must be completed to the satisfaction of the responsible authority and will be sent to Council's Ecologically Sustainable Development officer for approval.

    Relationship with Planning & Environment Act 1987

    The Sustainable Design Assessment Planning Process (SDAPP) Programme is intended to be fully consistent with the purpose and objectives of planning in Victoria as expressed in the P&E Act. The submission of SDA documentation as part of the SDAPP program enables Council, as responsible authority under its planning scheme, to fulfil its duties as required under Section 60 of the P&E Act, in particular its requirement to consider:

    "Any significant effects which the responsible authority considers the use or development may have on the environment or which the responsible authority considers the environment may have on the use or development. (60|1|e)."

    Relationship with State Planning Policy Framework (SPPF)

    The area of a planning scheme that is consistent throughout Victoria, is aimed at fostering development in the interests of net community benefit and sustainable development. For more information refer to Clause 11 of any Victorian planning scheme.
