| The City of Darebin has commissioned Context Pty Ltd to undertake a Heritage Study.Work on the Study is progressing well, with our heritage consultants continuing to investigate heritage in Darebin. The study will produce a Thematic Environmental History describing the themes that have influenced Darebin’s development and assess, document and protect sites of:
Cultural heritage (such as buildings, structures, post-European contact Aboriginal heritage, gardens and landscaping); Natural heritage (eg creeks); Pre-European contact Aboriginal heritage Review the existing sites and controls in the Darebin Planning Scheme
STAGE 1 – THEMATIC ENVIRONMENTAL HISTORY
Stage 1 of the study was completed in October 2007 and has produced:
A draft Thematic Environmental History A report on historical archaeology across the City A preliminary list of heritage places of interest identified at community heritage workshops attended by the public and interest groups and through research Extensive community consultation with key stakeholders, property owners, residents, Darebin’s culturally and linguistically diverse community groups and Aboriginal population.
STAGE 2 – INVESTIGATION OF THE PREVIOUSLY UNSTUDIED AREAS OF DAREBIN WHERE THERE ARE FEW HERITAGE CONTROLS
Stage 2 will:
Assess the sites identified in Stage 1 that are generally north of Bell Street in more detail Undertake community consultation Prepare a Heritage Plan indicating how Darebin’s heritage will be preserved.
Recent workshops were held between 12 and 15 November 2007 in Merrilands, Reservoir and Preston. Valuable information was gained from these workshops and this information will be incorporated into Stage 2. Stage 2 is due for completion in July 2008.
STAGE 3 - REVIEW OF EXISTING CONTROLS
Stage 3 will commence in 2008 and will:
Assess the sites identified in Stage 1 that are generally south of Bell Street in more detail Review/revise the sites/controls contained in the existing Darebin Heritage Study 2000..The area surveyed for the existing study is shown hatched in the map (see link below) Undertake community consultation
STAGE 4 - PLANNING SCHEME AMENDMENT
After sites/areas/places have been identified as significant a planning scheme amendment, including heritage schedules and local policy will be prepared to protect the significant sites for Stages 2 and 3.
STAGE 5 - NATURAL HERITAGE
Stage 5 will identify, assess and document sites of natural heritage significance. Planning scheme amendments will be prepared and publicly exhibited for Stage 5 as required.
STAGE 6 - PRE-EUROPEAN CONTACT ABORIGINAL HERITAGE
Stage 6 will identify, assess and document Pre-European contact Aboriginal heritage. A Planning Scheme amendment including heritage schedules, local policy, and amendment maps will be prepared at the end of Stages 5 and 6. Planning scheme amendments will be prepared and publicly exhibited for Stage 6 as required.
COMPLETION OF THEMATIC ENVIRONMENTAL HISTORY
Following the completion of Stages 2-6, Council will review the draft Thematic Environmental History to ensure its accuracy and completeness prior to adopting the final version.
HERITAGE STUDY MANAGEMENT PROCESS
Two committees have been formed as part of the study. The Steering Committee guides and oversees the consultants work on the Heritage Study. It consists of Council staff, Council’s Heritage Advisor, a representative from Heritage Victoria and Councillor Chris Kelly. The Community Reference Committee provides community input to the study and consists of individuals and people representing community groups such as historical societies. Both committees provide comment on draft reports from the consultant.
HOW WILL THE HERITAGE SITES BE RECORDED?
HERMES
HERMES is an electronic web-based heritage database. Darebin is the first council to undertake a complete heritage study using HERMES at all stages. Most of the data from the Darebin Heritage Study 2000 has been transferred onto HERMES. This has been funded by Heritage Victoria. The data from the new study will be entered onto HERMES as the study progresses. Council is working with Heritage Victoria to customise HERMES to Darebin’s needs.
