Building Permits

Building permits are required by law before any works to be undertaken to your property or surrounds
Bond Refund
Once all building works are complete, the Request for Final Inspection Form is to be submitted by you together with a copy of the Occupancy Permit/Certificate of Final Inspection from the building surveyor.

A building permit is required to carry out most works including new buildings, alterations, additions, verandahs, outbuildings including garages, carports, sheds, swimming pools and fences. If you plan to do any building work, you should check with us to find out whether you need a building permit.

Amendment or Extension of Time to Building Permit
If your building permit was issued by the City of Darebin Building Services, you can apply for an amendment/variation or Extension of Time to complete the works.

Consent for Demolition (29a)
You may need to apply for consent to demolish as part of the demolition process. Some demolition work also needs a planning permit from Council as well as a building permit. Complete this application form and forward with a copy of your site plan attached.

Planning Permit
To apply for a planning permit you will need to complete an Application for Planning Permit Form.

Amendment a Permit under Section 72
To change an existing planning permit, including the conditions of the permit and the plans that form part of the approval, you will need to complete an Application to Amendment a Permit Form.

Amend an Application under Section 50 or 57(A)
To change a current application for a planning permit you will need to complete a Request to Amend an Application Form. This can be lodged either before or after the application has been advertised, if relevant.

Satisfaction Matters
To apply for Council’s consent in relation to a requirement of the Darebin Planning Scheme you will need to complete an Application for Satisfaction Matters Form.

Secondary Consent
To apply for Council’s consent, in relation to a condition of a planning permit, you will need to complete an Application for Secondary Consent Form.

Extension of Time
To apply for an extension to the commencement or completion date of a Planning Permit, you will need to complete an Application for Extension of Time Form.

Property Information Request
To request written planning information about a property, or to determine if a planning permit is required for a proposal you will need to complete an Application for Property Information Request Form.

Objection to Grant of Planning Permit
To object to a current application for a planning permit, you will need to complete an Objection to Grant a Planning Permit Form.

Sustainable design is critical to any building project. Council has established different application categories that relate to the size and type of your application.

Small Developments

Residential developments of up to 4 dwellings; Non-residential developments of a building with a gross floor area between up to 100m2; Alterations and additions up to 100m2.

Single Dwellings:

2-4 Dwellings:

  • Top 20 ESD Principles for 2-4 Dwellings
  • Planning Permit Applications of this size are assessed against [Clause 55 - Residential Development Provisions] for energy efficiency. [National Construction Code] requirements for energy efficiency under Section J also must be met.

Medium Developments
Residential development of 5-14 dwellings; Non-residential development of a building with a gross floor area between 100m2 and 1000m2; Alterations and additions between 100m2 and 1000m2.
  • Top 20 ESD Principles for 5-14 Dwellings
  • Planning Permit Applications of this size are required to complete a Sustainable Design Assessment (SDA) and improve on the basic requirements of [Clause 55 - Residential Development Provisions] for energy efficiency and the [National Construction Code].

Sustainable Design Assessment (SDA):

Large Developments
Residential development of 15 or more dwellings; Non-residential development of a building with a gross floor area of more than 1000m2; Alterations and additions greater than 1000m2.

  • Planning Permit Applications of this size are assessed against [Clause 55 - Residential Development Provisions] for energy efficiency and the requirements listed under Section J of the [National Construction Code].
