As part of the proposed Tram Route 86 Corridor Project, Council is investigating the possibility of providing a Disability Discrimination Act (DDA) compliant centre island stop on the southern leg of the intersection of High Street and Westgarth Street.
The design outcomes sought for the High Street/Westgarth Street intersection are:
- Excellent pedestrian crossing facilities on all legs of the intersection
- Improved cycle provisions on all legs of the intersection with advanced cycle waiting areas
- Dedicated tram lanes within the intersection and south of Westgarth Street
- Improved public transport connectivity between trams and buses
- Promotion of VicRoads High Street(south)/Westgarth Street(west) preferred traffic route (dedicated left-turn, straight-through, and right-turn lanes on the southern approach to the intersection).
The design limitations for the intersection include:
- The proximity of trees to pedestrian crossing points and the impact on site-lines
- Width of the proposed centre-island stop (2.8m)
- Location of bus stops around the intersection (particularly route 506)
- Location of the avenue of trees, on the west side of High Street
- Telstra infrastructure, on the east side of High Street
- Installation of a new north-bound dedicated right turn lane so that vehicles do not block the north-bound tram-track when turning right in to Westgarth Street.

| By altering the design of the intersection of High Street and Cunningham Street, we are limiting access to the residential area west of High Street.
To ensure residents can access both Westgarth and High Streets, Council is proposing alterations to traffic management in Walker Street, Cunningham Street and McLachlan Street.
These proposed changes to traffic management within the residential area are designed to minimise traffic from High Street to Westgarth Street, while still allowing as much choice as possible for the residents in the affected area.
