Council has prepared a new municipal wide Development Contributions Plan (DCP) to be implemented through the Darebin Planning Scheme.

A DCP establishes a levy on new development to contribute to providing the infrastructure required to service our growing population. It is prepared and implemented to ensure that the cost of new or upgraded infrastructure is equitably shared between developers and the wider community. Council will now submit the amendment to the Minister for Planning for consideration and approval

Council adopted this amendment at its Planning Committee meeting on 14 February, 2022. Council considered the planning panel report and adopted all recommendations except one. Please read the Council report for Planning Committee 14 February 2022 for further details.

Darebin’s existing DCP is no longer collecting contributions but remains in the planning scheme to allow remaining levies previously collected to be expended on the development of the Multi-Sport Stadium at John Cain Memorial Park in Thornbury. This will be replaced by the new DCP if approved by the Planning Minister.

Council is proposing to introduce the new DCP into the Darebin Planning Scheme through Amendment C170dare.

The exhibition period for Amendment C170dare - Development Contributions Plan closed on 14 December 2020.

A Council meeting was held on 22 March 2021 where Council considered all submissions and resolved to request that the Minister for Planning appoint an independent Planning Panel to consider Amendment C170dare.

Following the appointment of a Planning Panel, a Directions Hearing was held on Friday 16 April and a four-day Main Hearing was held on 24, 25, 26 and 28 May 2021.

Due to COVID-19 and the associated physical distancing requirements, the Hearing for Darebin Planning Scheme Amendment C170dare was held by video conference.

What's happening next?

Council will submit the amendment to DELWP for final consideration and approval by the Minister for Planning. Should the amendment be approved, it will be gazetted and come into effect in the Darebin Planning Scheme.

Council will write to all submitters and permit applicants when we receive a final decision from the Minister for Planning.
