Darebin Planning Scheme Review Report

Darebin City Council has recently undertaken a review of the Darebin Planning Scheme, with the Darebin Planning Scheme Review Report endorsed by Council at the Tuesday 22 September 2026 Council Meeting.
The Review is required under Section 12B of the Planning and Environment Act 1987 and must be reported to the Minister for Planning by 31 October 2026.
The Review provides a ‘health check’ of the Darebin Planning Scheme, identifying opportunities for improvement and efficiency, and informing future planning scheme amendments aligned with Our Darebin Plan 2025–29. The review will also inform Council’s strategic work program over the next five years.
The Review is limited to local content, as certain elements of the planning scheme are set by the Victorian Government.
As part of the review process, all relevant community engagement feedback since 2020 was reviewed, and regular users of the Planning Scheme were surveyed.
A Five-Year Strategic Planning Work Plan has been developed to implement key recommendations of the Review, including work already underway and in the Council Plan. Council will also undertake public consultation on individual projects and improvements to the planning scheme, where necessary.
