2 Wingrove Street, Alphington Masterplan Community Reference Group
The Community Reference Group (‘Committee’) is intended to support inclusive and transparent engagement, inform Council decision-making, and facilitate community input on the 2 Wingrove Street, Alphington Masterplan Project.
Purpose
The purpose of this Committee is to provide a structured forum for a group of community members, including residents, businesses, and key stakeholders, to provide advice, input and feedback (where appropriate) on key project deliverables and milestones relating to the 2 Wingrove Street, Alphington Masterplan.
The Committee is established to:
- Inform the development and implementation of the Project by providing local insights and community perspectives.
- Facilitate two-way communication between Council and the community, ensuring transparency and responsiveness.
- Promote inclusive participation and diverse representation in the Project across the local and wider communities in Darebin.
The Committee shall have regard to and act in accordance with Council’s strategic objectives and priorities. Specifically, the Committee will have regard to the following strategies, plans, frameworks, policies and plans:
- Darebin 2041 Community Vision
- Darebin Plan 2025–29
- Towards Equality – Equity, Inclusion and Human Rights Framework 2019-2029
- Statement of Commitment to Traditional Owners and Aboriginal and Torres Strait Islander People

Meetings
The meetings of this Committee are closed to the public.
Meetings of this committee will meet at key project milestones and support timely input during critical phases of the project. Additional meetings may happen from time to time, with the approval of the relevant General Manager / Council officer to allow for a timely consideration and provision of advice to Council on, time-sensitive matters.
Composition and membership
On 28 July 2025, Council endorsed the establishment of a Community Reference Group (Committee) consisting of a minimum of 12 and a maximum of 15, by invitation and an open expression of interest, as determined by resolution of Council, to support inclusive and transparent engagement.
This Committee comprises of Council Officers nominated by the Chief Executive Officer and an independent facilitator appointed by Council to facilitate and chair the meetings (both non-voting); and, any other persons, and representatives of organisations as determined by resolution of Council.
Nominated members of Committees are appointed to this Committee. Following an independent assessment of an expression of interest process via Council's Your Say Darebin and stakeholder invitations, endorsed by Council, this committee is represented by:
- Nearby businesses
- Key interest/community groups
- Individuals/organisations with relevant skills and interests
- Carers of people with disability and
- Community Members with relevant skills and interests.
All appointments are for an initial period of two years, aligned with the site masterplanning timeline. Should there be a requirement for the Community Reference Group to continue beyond that time frame the term, membership, and Terms of Reference may be reviewed and renewed through its annual review process in 2026.
If continued, all vacancies shall be publicly advertised by Council prior to appointment.

An invitation was extended to the Wurundjeri Woi Wurrung Cultural Heritage Aboriginal Corporation to participate in the Committee.
