2 Wingrove Street, Alphington Site Masterplan Project
History of the site
The site at 2 Wingrove Street, Alphington is Council owned land and was once used as a bluestone quarry up to the 1960s. Subsequently the quarry was used as a municipal landfill until the mid-1970s. It was rehabilitated and developed for the Darebin Parklands and a municipal depot.
The site comprises of 35,847m2 in total land area and is bound by Wingrove Street to the south, Yarana Road to the west, Darebin Parklands to the north and Darebin Creek to the east.
The site was operated by the Melbourne Innovation Centre (MIC) as a business incubator with subleases provided to occupiers. MIC moved out of the site in 2023 and since then existing tenants continue to operate at the site under new licence agreements directly with Council. Currently there are eight tenants on-site on licenses expiring in 2028.
About the Site Masterplan Project
Council is exploring the development of a Site Masterplan to facilitate the development and implementation of the long-term vision and objectives for the Site in collaboration with the community and other partner (not-for-profit) organisations.
The Site Masterplan is envisaged to offer a coordinated framework for land-use, infrastructure, buildings, open spaces and transport access – to ensure that any future change at the site is cohesive, financially sustainable and responsive to the local context and community needs.
What we have done so far
Preliminary feasibility study
In July 2025, a preliminary feasibility study has been undertaken to assess the site conditions to identify opportunities and constraints as well as inform next steps. The following investigations have been completed, and a summary of key findings are below:
- Planning Report(PDF, 1MB): identified planning considerations, including current planning controls, limitations and possibility of planning scheme amendments
- Environmental Advice(PDF, 124KB): identified environmental constraints of the site and next steps in alignment with EPA requirements
- Building Conditions Report(PDF, 1MB): a building survey assessed current building conditions and determined a high-level cost comparison to guide demolition versus rectification.
Community and stakeholder engagement
A community and stakeholder engagement was conducted from 18 August to 8 October 2025, to understand the community’s needs and aspirations of the proposed site at 2 Wingrove Street, Alphington.
Over this period, a total of 393 individuals participated through a range of sessions, including an online survey (250 responses) via the Your Say Darebin website, 3 pop-up events (110 attendees), 2 online Q&A sessions, 15 stakeholder interviews, and a dedicated workshop with Wurundjeri Woi Wurrung Cultural Heritage Aboriginal Corporation.

Establishment of the Community Reference Group
The Community Reference Group (CRG) was established to ensure diverse community representation and to provide local insights that will guide the development and implementation of the Masterplan. The first CRG meeting was held on 14 October 2025, chaired by an independent facilitator and attended by Council officers.
Following an independent assessment of the expression of interest process via Council's Your Say Darebin and stakeholder invitations, the CRG comprises of up to 15 members and represents nearby businesses, key interest/community groups, individuals/organisations with relevant skills and interests; and an invitation has been extended to Wurundjeri Woi Wurrung Cultural Heritage Aboriginal Corporation.

Next steps
On 24 November 2025, Council resolved to commence the development of draft site vision options and/or statements; and commence the process of geotechnical investigations to inform future land use and cost considerations.
Council officers have commenced:
- exploring draft site vision options and/or statements; with the aim to seek feedback from the CRG in March 2026
- investigating cost estimates and specifications for the detailed geotechnical assessment and environment audit; with the aim to undertake the assessments in 2026/27, subject to 2026/27 budget approval.
