Find out how to lodge and pay for your certificate of compliance after your pool or spa has passed inspection or what is required to book an inspection.
How to lodge a Certificate of Compliance (Form 23)
You can lodge your Certificate of Compliance online via our eServices portal. A fee of $22.50 will apply to lodge the certificate.
Please note:
- a Certificate of Final Inspection is not a Certificate of Compliance
- an Occupancy Permit is not a Certificate of Compliance
A Certificate of Final Inspection/Occupancy Permit relate to the completion of building works within the scope of a Building Permit.

How to obtain a Certificate of Compliance?
A certificate of pool and spa barrier compliance certifies that a pool or spa safety barrier complies with the applicable barrier standard. To obtain a certificate of pool and spa barrier compliance you will need to engage a registered building surveyor, building inspector, or swimming pool inspector to inspect your swimming pool or spa safety barrier.
Once you receive your Certificate of Compliance you will need to upload the certificate within 30 days of receiving it from your building surveyor or inspector.
When do I have to lodge the Certificate of Compliance?
The due date for lodging your certificate of compliance depends on the age and construction date of your pool or spa safety barrier.

Compliance Certificates are only valid for 30 days from the date of issue, so once you have received your compliance certificate, please lodge it with us as soon as possible to avoid another inspection.
You are required to lodge a certificate of compliance every 4 years.
