To ensure your pool or spa barrier remains compliant with safety requirements, it must be inspected every four years by a qualified inspector. Following each inspection, the property owner must provide Council with a new Certificate of Pool and Spa Barrier Compliance (Form 23).

Council will issue a reminder notice before your compliance certificate is due.

You can find information below on how to obtain, lodge, and pay for a Certificate of Compliance.

How to lodge a Certificate of Compliance (Form 23)

Once your pool or spa barrier has passed inspection, you can lodge your Certificate of Pool and Spa Barrier Compliance (Form 23) through our City of Darebin Online Services portal.

  • Select Licence / Licence new from the top ribbon
  • Select Swimming Pools / Spa's

A fee of applies when lodging a certificate.

When starting your application, you will first be asked to identify the property.

Please note that the following documents are not a Certificate of Compliance:

A Certificate of Final Inspection or Occupancy Permit confirms the completion of building work associated with a Building Permit. These documents do not certify that a pool or spa safety barrier complies with the applicable safety standard.

For more information, visit the Building and Plumbing Commission website.

How to obtain a Certificate of Compliance?

A Certificate of Pool and Spa Barrier Compliance (Form 23) confirms that a pool or spa safety barrier complies with the applicable barrier standard.

To obtain a certificate, you must engage a qualified practitioner to inspect your pool or spa barrier, such as a:

  • Registered Building Surveyor
  • Registered Building Inspector
  • Registered Swimming Pool Inspector.

If the barrier complies with the required standard, the inspector will issue a Certificate of Compliance.

Once issued, the certificate must be lodged with Council within 30 days.

When do I have to lodge the Certificate of Compliance?

The initial due date for lodging a Certificate of Compliance with your new pool depends on when the pool or spa was constructed – see dates below. Additional Certificate of Compliance need to be lodged every four years after the initial lodgement for renewal purposes.
