Occupation of council land or road

You need a permit to occupy Council land or road for any works or activities.

Works and activities that require a permit to occupy Council land or road include:

  • fencing off part of a road
  • erecting hoardings, scaffolding or overhead protective awnings
  • using a mobile crane, scissor lift, forklift, boom, concrete line pump, or any other equipment used for building works
  • leaving or storing building, paving or other construction materials or rubble
  • leaving or storing any tools, machinery, plants or equipment
  • any other non-road purpose.

We assess each permit application individually, based on factors like public safety, drainage and potential damage to roads.

Applications must be submitted to us at least seven days before the works or activity.

You can apply online through our eServices portal.

Your permit may also need to include:

  • your public liability insurance company, policy number, expiry date and insurance amount (minimum $20,000,000)
  • a site plan indicating the work location and affected properties (including evidence of a letter-drop)
  • a dilapidation survey plan
  • approval from VicRoads
  • approval from Yarra Trams
  • consent from neighbouring properties (including evidence of a letter-drop and properties you contacted)
  • a Traffic Management Safety Plan.
