Stormwater drainage plans

Some situations will require you to complete a stormwater drainage plan application.

Your application must comply with the planning permit conditions and legal point of discharge guidelines. Please ensure you fully complete the relevant checklist and certification form (see below) to avoid delays.

What do I need?

Apartments, unit developments, and commercial and industrial developments in Darebin need a onsite stormwater detention (OSD) system. These should also include a stormwater plan submission application. An onsite stormwater detention system will be a condition on a stormwater legal point of discharge letter.

You may also need to build an outfall drain and/or right of way (ROW) under the planning permit conditions and/or legal point of discharge requirements. In these instances, you must submit engineering design plans for our engineering services department to approve.

Impacts on stormwater

Site developments and redevelopments usually increase the amount of hard surfaces, such as roofing and paving, which can:

  • significantly increase the volume of stormwater flow
  • impact stormwater drains and other assets
  • increase erosion of creek areas
  • cause local flash flooding downstream of the site
  • negatively impact fish, flora and fauna

Benefits of OSD systems

Onsite stormwater detention is the management of stormwater at a site. It temporarily retains stormwater on site, allowing better control and slower release of rainwater. This limits the flow rate of rainwater into our drainage system.

We adopted the use of OSD systems to prevent local flooding and decrease the peak flow rate into drains and waterways. This helps us better manage stormwater runoff from high-density developments.

Fees

A fee applies for all onsite stormwater detention approval applications. There will be separate fees if your developer has to build new Council assets such as right of way, outfall drains and easement drains.

The fee amount depends on the type and size of development and is reviewed annually.

How to apply for an OSD system

Before you apply

  1. Arrange for our Statutory Planning Department to fully endorse your development plans (this must happen before you can submit OSD system design plans).
  2. Carefully read and understand our design and legal point of discharge guidelines.
  3. Review and complete our OSD checklist.

How to apply

  1. Copy of Legal Point of Discharge
  2. Copy of stormwater plans designed by a qualified Civil Engineer
  3. Copy of endorsed/stamped condition 1 plans from the Council Planning Department
  4. Copy of endorsed SDA/SMP/Storm report from Council Planning Department
  5. Copy of OSD4W report or similar manual methods
  6. Copy of storage computations to prove the required storage is provided
  7. Completed and signed certification form
  8. Completed OSD checklist

ROW / Outfall Drain Application

In addition to the documents listed above, you also need:

  • outfall drain/right of way plans from a qualified civil engineer
  • a feature and AHD level survey (showing levels, existing structure, footpath, fences, trees, utility services)
  • a copy of the completed Darebin drainage construction checklist
  • a copy of the completed Darebin ROW design checklist
  • a completed and signed certification form.

Submit a Stormwater Drainage Plan Application

What happens after I apply?

Once we receives your complete application and payment, we'll email you a receipt of your application.

We may take up to 30 days to approve, specify alterations or refuse the application under Section 15 of the Subdivision Act 1988 and Regulation 30 of the Subdivision (Procedures) Regulations 2011.

When we issue a compliance letter, you must refer to the Council drainage standard drawings and the specified conditions on the letter. You then present the compliance letter to the relevant building surveyor. The surveyor is legally responsible designing every stormwater drainage system to the point of discharge from an allotment, according to SR No.38 of 2018 – REG 133.

Re-submission

You must submit a new application with full payments if:

  • any amendments are required after our Engineering Team's compliance letter
  • a planning permit is amended
